November 21). Kazan Housing organizations are ready to work in the winter,
reported Iskander Giniyatullin, the deputy head of Kazan Executive Committee
and chairman of the Housing Committee, at today's Business Monday. So, 713
rooftops, including the 454 pitched ones, were renovated in five years to avoid
the formation of ice dams on roofs. In total, more than 1,700 roofs were
reconditioned in the capital of Tatarstan, taking into account measures for the
current repairs, which significantly reduced the formation of ice on them.
According
to I. Giniyatullin, one of the main reasons for the formation of icicles is a
violation of temperature and humidity in attics, because of what the snow on
the roof melts and turns into frost on the low temperatures, freeze in the cold
outside on overhangs and gutters. Since 2010 a whole range of technical
activities carried out in the repair of roofs, new materials are used to avoid
this. Practice shows that there are no icicles on the roofs, which were repaired
using this technology, and the frequency of cleaning of snow is reduced”, said
the speaker.
Another
problem that faced by management companies each year is the formation of ice
caps on balconies’ visors. As I. Giniyatullin noted, most of the visors were
established illegally, so funds for their cleaning were not included in the
rent. “Owners of apartments themselves have to clean them, but best of all, of
course, to ask service of the management company or the Homeowner association
for this. I draw your attention to the fact that the owner of the apartments
will have to pay compensation in the event of snow falling from the balcony on
a person or a car”, said the chairman of Housing Committee.
Ilsur
Metshin, the Mayor of Kazan, noted a positive trend of consciousness and
responsibility growth among residents and urged housing organization to improve
the quality of adjoining areas service together with citizens. “It is worth
noting: there is a big difference between what it was five years ago and what
it is now. We have many examples of good houses in different areas, where
people are actively involved in the activities of service providers, including
the removal of snow”, said the Mayor.
“We have
learned to deal with snow, icing in a timely manner despite the nature, but the
people who go out, get into the yards in the first place. The situation in the
yards needs to be tracked on a daily basis. District heads’ day should begin
with this”, marked the Mayor of Kazan.
The Heads
of Kazan districts reported to the Mayor about the progress on the signing
contracts with entrepreneurs-contractors for cleaning and removal of snow.
According to the rules, land owners, including legal entities, are required to
contain and clean up the territory of the land and the surrounding area
independently or attracting specialized organizations at their own expense.
According to the heads of districts, not all entrepreneurs have contracts, as
they are holding their resources in anticipation of the first big snowfall.
The Mayor
emphasized that such agreements must have been enclosed at the beginning of
October, to paperwork will not intervene in keeping sidewalks in good condition
upon the occurrence of bad weather. “All contracts must be concluded before the
end of this month. All this is a sidewalk for a man who walks down the street,
but in fact it is divided between owners, according to current legislation. And
we must demand that the owners comply with their obligations of the
maintenance. There are entrepreneurs to which there are no questions, but just
like in school, there are careless students who do not want to work. They
should be watched with the special attention”, concluded the Mayor of Kazan.
