April 6, Alsu Safina). The 18-storeyed house №5 of the residential complex
“Aquarelle”, located at the intersection of the streets Adoratsky and Chetaev,
will be commissioned in Kazan in the near future. Ilsur Metshin, the Mayor of
Kazan, got acquainted with the situation at the site and spoke with
co-investors about this and other problem houses.
The house
№5 is the largest in the problematic complex, it has 427 apartments. Azat
Nigmatzyanov, the first deputy head of the Executive Committee, told the Mayor
that the conclusion on compliance was obtained from the State Construction
Supervision Service of the RT. He drew attention to the fact that the
inspection was long and serious. “It's about the safety of people. Houses were
not built with the proper quality. It's good that everything is checked, and
there is a positive examination”, said the Mayor of Kazan.
After the
developer provides a number of documents, the permission to put the house into
operation will be issued. After that, the future tenants of the house can apply
to the registration chamber.
“We are
entering the house №5, one of the problem houses of the “Sway”, not with the
terms we would like”, said Ilsur Metshin at the meeting with co-investors. “The
state expertise is received. It was the most difficult stage on the way to the
entering of the house, now there is an issue of documents’ registration”. The
Mayor added that the house will be put into operation in April.
The
investor during the construction of the house was the PAO “Timer Bank”, which
owns 185 apartments in house №5. It is planned to implement them. The Mayor of
Kazan said that now the opportunity is being considered to send the funds,
released from the sale of apartments, to complete the construction of the house
№4 in this residential complex and at the house in the 68th quarter. The Mayor
reminded that such a solution to the issue with problem houses was recorded in
the protocol of Rustam Minnikhanov, the President of Tatarstan, by the results
of the meeting that took place at the end of January with the participation of
deceived co-investors.
“Unfortunately,
the decision-making Deposit Insurance Agency (DIA) is located in Moscow. But
we, together with the bank, will insist on sending the released funds to the
completion of houses №4 and 68”, said Ilsur Metshin. “After getting the
permission to send these funds, we will immediately begin to work. Then it will
be possible to name the terms”. The “Timer Bank" has office areas in the
house in the 68th quarter.
Ilsur
Metshin also dispelled fears of one of the co-investors who expressed doubts
that the bank would be interested in building a house №4, since it has no
objects there. “There is no interest of the bank, but we are in a dialogue and
we are helping each other”, assured the Mayor of Kazan. “They would not have
entered this house without us, and financial interests would not have been
satisfied. We are partners with the bank”.
The
co-investors who came to the meeting were interested in the fate of other
houses. Answering the question about the house №3, Ilsur Metshin said that the
engineering and geological surveys have been carried out, and now there is a
need to pay for them. According to Azat Nigmatzyanov, after that, it will be
possible to carry out design work and to make an examination.
Speaking
about the house №6, the Mayor of Kazan noted that the court's decision is still
expected. The “Sway” built 10 floors of this house in violation with the
previously issued permission. The permission to build a residential house was
given on 9 floors and 5 sections, but the “Sway” built 19 floors and 6
sections. The results of the court-appointed expertise, carried out by experts
from the Kazan State University of Architecture and Construction, confirmed
that the house cannot be operated and it threatens the life and health of
residents.
Ilsur
Metshin explained that at the end of March, the Arbitration Court of the
Povolzhsky district canceled two previous decisions on recognizing this house
as an unauthorized construction, which were adopted by the Arbitration Court of
the RT and by the 11 appellate court. According to these decisions, it was
necessary to bring the house in compliance with the issued permit. Now the case
is again under consideration in the Arbitration Court of the RT.
Co-investors
of the house on Street Dostoevsky, 57 for 373 apartments came to ask urgent
questions to Ilsur Metshin. These co-investors are waiting for a decision for
14 years. The Mayor of Kazan explained that there should be a children's
playground by federal standards, and now this issue is being worked out.
“Azat
Nigmatzyanov reports weekly about each house. We do not move as we would like,
but we are moving”, said the Mayor of Kazan at the end of the meeting. He also
expressed the hope that the issue with other houses will be solved gradually.
Timur
Alibayev, the head of the Aviastroitelniy and Novo-Savinovsky districts, Marat
Samigulin, the head of the Capital Construction and Reconstruction Department,
Marcel Abdulkhakov, the head of Housing Policy Department, Sergei Lashkin, the
competition manager of the OOO “Sway Firm”, Airat Kamalov, the chairman of the
“Timer Bank” , and others also took part in the event.
