May 29). The number of citizens in Kazan who applied for a job in the City
Employment Center decreased by almost 15% compared to 2016 and amounted to
5.726 people on May 1. Almost 60% of them were employed. Marat Khairullin, the
director of the State Employment Center “Kazan Employment Center”, reported
this today during the staff meeting in the Executive Committee.
In his
report on the urban labor market situation, the speaker noted that the number
of unemployed citizens in Kazan declined by 923 people in a year, despite the
crisis. The unemployment rate fell from 0.91% to 0.76%.
According
to Ilsur Metshin, the Mayor of Kazan, the unemployment rate is an important
indicator of the situation in the economy of the city, republic, and country.
“At the level of numbers for Russia (1.2%), our numbers (0.76%) look, of
course, safe, especially since we have three vacancies per one unemployed.
There were some concerns in 2014 and in 2016 about how the economy will work.
But, thank God, the downward trend in unemployment indicates that the situation
has stabilized. Although some industries still continue to experience some
difficulties”, noted the Mayor.
As M.
Khairullin noted, it was possible to achieve such indicators thanks to the
effective work of the City Employment Center. In addition to 15,000 vacancies
in an open bank for all applicants, the Employment Center annually develops the
Employment Program. It includes vocational training for unemployed citizens, women
on parental leave until it reach the age of 3, and older people.
In
addition, the social adaptation of citizens in the labor market is carried out:
employment of the unemployed for public work, psychological support, assistance
in organizing their own business, holding job fairs, temporary employment of
minors. In 2017, it is planned to assist 76 unemployed people in opening their
businesses in the form of entrepreneurial activity. About 9 million rubles are
allocated for these purposes. “To date, 15 people have organized their
business. It is planned to create 28 equipped places for disabled people and 6
for large families and parents raising children with disabilities”, said the
speaker.
According
to M. Khairullin, a special attention is paid to vocational training of
unemployed citizens from among disabled people. Training is organized on a wide
range of professions that allows organizing your own business for making
souvenirs for later realization. 56 disabled people started training in 2017.
In total, the proportion of disabled people working in Kazan is 32.1% on May
29.
In
conclusion of his report, M. Khairullin also drew attention to the problem of
temporary employment of adolescents aged 14 to 18 years during the holidays and
free from study time. As the speaker noted, many employers refuse to cooperate
in this direction.
The head of
the capital of the RT noted that there are indeed difficulties with the
employment of adolescents. “In Soviet times, there was a distribution order for
the employment of adolescents, and this was a common occurrence when children at
the age of fourteen became assistants to a turner, fitter, and milling machine
operator. Today, the overwhelming number of enterprises is private or
joint-stock companies and, of course, we cannot dictate them. But,
nevertheless, it is necessary to conduct explanatory work with colleagues in
this direction, hold actions, attract employers' attention to this problem”,
said I. Metshin and instructed the deputy heads of the Kazan Executive
Committee to work out this issue.
