May 29, Mikhail Chentsov). Ilsur Metshin, The Mayor of Kazan, supported the
proposal to find an opportunity to increase salaries of workers in
kindergartens’ and schools’ canteens and apply to the State Council of the RT
with the relevant proposal. He instructed the head of the Executive Committee
in conjunction with the Finance Department to work through this issue. Guzel
Ananieva, the general director of the MUE “Department of Food and Social
Supply”, took the initiative today during the traditional staff meeting in the
Kazan Executive Committee.

in her reports reminded the personnel problem existing in the department. With
the necessary 2100 workers in the kitchens of schools and kindergartens, only
1800 currently work in them, 60% of whom are retired people who can leave at
any time. “The salary of a school cook is 10 thousand rubles on the average and
even less for cooks of kindergartens. Not every skilled cook is ready to work
for such money under the existing competition in Kazan food companies, with a
special regime of school canteens, when you start at 6 am and two or three
workers need to serve more than 1000 schoolchildren for a shift”, said the
speaker.
According
to G. Ananieva, despite the systemic problems, a number of personnel decisions
that give positive results are being accepted in the department right now. “We
stimulate school canteens workers by introducing a system of additional
material motivation, based on the results of the monthly activity of the
canteen: from 5 to 6% of revenue”, she said and gave examples. The cook's
surcharges range from 2 to 10 thousand rubles in cooking canteens, where they
are cooked locally, and kitchen workers –up to 4,000 rubles. The maximum
surcharges for cooks in luncheons, where they bring ready meals, are up to 7
thousand rubles, for kitchen workers – about 3 thousand rubles.
In
addition, to facilitate the physical work of kitchen workers, the department
delivers vegetable and meat semi-finished products to all preschool and school
institutions since 2017. The line for the production of cutlets was purchased
at the plant nutrition for the new school year, which facilitated the work of
employees. The released employees are redirected to other production sites.
“New modern equipment is being introduced now also in the pastry-shop, many
operations connected with physical activity are now automated”, noted G.
Ananieva.
Also, the
first city competition “The Best Cook of the School Canteen” was held in Kazan
last year to enhance the prestige of working in canteens of kindergartens and
schools. Together with the cooks, the schoolchildren, which helped them in the
preparation of dishes, took part in the competition. In addition, the best
school cooks take part in the filming of the program “While Mothers are not at
Home” on the TNV channel.
And yet,
the department is betting on new cadres, understanding the specifics of the
food industry, where young and strong professionals are needed. “The forge of
cadres for the food industry is the Faculty of Food Technology of the KNITU-KAI
and the Kazan Trade and Economic College. 100 people have already passed the
practice in our institutions, the students proved to be a great help in terms
of staff shortages”, emphasized the speaker, and noticed with regret that the
feedback from the students was disappointing. At the end of the practice, few
were ready to work in kindergartens and schools in the future. The main reason
is low salary and minimal automation of labor. “And yet there is the first
step: the team of graduates of the technical school, which started working in
the canteen of school №143 on April 1”, said G. Ananieva.
Ilsur
Metshin, the Mayor of Kazan, noted that the food department headed by Guzel
Ananieva does much to solve the problem of raising salaries in the industry and
promoting it. “Salaries are increased due to the fact that it was tied to
revenue, and many of it grew due to this. Nevertheless, it is necessary to
solve this issue cardinally, in order to increase the salary through acceptance
in the republic's budget”, the Mayor shared his opinion.
“And the
fact that the first 100 students came, saw with their own eyes, and some have
already decided to stay, speaks about the correctness of the decisions taken.
We need to motivate, we need to work from the school, student's bench, to
attract young cadres to work in the food department”, concluded the head of the
capital of the RT.
