May 29). Since the beginning of the year, 3.554 Kazan employees have switched
to the official salary system and social guarantees, 914 employees are withdrawn
from the sphere of “gray” employment. In 2016, 1.012 workers stopped receiving
salaries in envelopes and enterprises and organizations raised salaries to
28.513 employees. Ilsur Metshin, the Mayor of Kazan, noted on today's Business
Monday that it is necessary to keep the situation under control and to conduct
systematic work in this direction.
“Business
reacts to crisis phenomena by going “in the shade” but the difficulties in the
economy are not an excuse for giving up”, said the Mayor. He noted the
importance of working on a permanent basis of the city and territorial
commissions to raise living standards and legalize incomes. “These are combat
units that solve specific tasks”, believes the Mayor.
According
to Artur Valikhmetov, the chairman of the Committee for Economic Development of
the Executive Committee, 2.640 contracts and additional agreements on
increasing wages have been concluded with employees since the beginning of the
year. 914 contracts were concluded with employees who previously worked without
formalizing the employment relationship.
Ilsur
Metshin thanked the heads of districts’ administrations who work together with
the city prosecutor's office, law enforcement agencies. “It is necessary to
keep the situation under control, monitor the dynamics as a whole, and conduct
systemic work”, marked the Mayor. According to him, it is important to control
those enterprises that have already come to the attention of the commissions
and to which complaints have been received.
The
chairman of the Committee for Economic Development said that the commissions
had held more than 40 meetings since the beginning of the year, at which 403
organizations were evaluated in financially and economically spheres. A.
Valiakhmetov described the work of the Sovetsky district commission as the best
example. They heard 253 organizations and identified 20 organizations, where
there are employees who receive salaries below social minimums. Information on
four of them was sent to the prosecutor's office. It should be noted that all
914 people withdrawn from the sphere of “gray” employment are workers of
organizations in the Sovetsky district. At the same time, 178 employees’ salary
was increased.

Valiakhmetov said that vacancies with low salaries, which are provided by the
employment service, are constantly being analyzed, and information bases of the
territorial bodies of the Federal Tax Service, the Social Insurance Fund, and
social protection are being used. Particular attention is paid to the sectors
of trade, construction, and public catering. The residents of the city
themselves provide information on violations of labor laws. They apply through
the official website of the Kazan City Hall, the GIS “People's Control”, and the
hotline of the Kazan Executive Committee on the violation of labor rights. In
total, 264 such appeals came in the past year.
In general,
the number of people, employed in the informal labor market, in 2016 increased
by 11.2% compared to 2014 and amounted to 166.8 thousand people. “In previous
years, the number of organizations paying salaries below their minimum consumer
budget has been declining, but since the beginning of the year the number of
such enterprises has increased by 12%”, said A. Valiakhmetov. “Today there are
92 organizations in the city that pay a salary below the minimum consumer
budget to 8483 employees”.
For the
first quarter of 2017, the minimum consumer budget for Kazan was 14523 rubles.
