I. Metshin about the work with municipal documents

The launch of the project office is not just another step in the development of an enabling environment for entrepreneurship. This is, above all, a challenge to ourselves. This is not just an action to show our loyalty to the business community. I subscribe to this initiative and I give my word. This word should be implemented, as well as our initiative to support small and medium-sized businesses on concessional lending, on “rental vacations”. There is a result: 66 premises are realized. There are implemented projects in the field of medicine, processing industry, and souvenir products. What we have stated, we start to implement step by step. Yes, we have faced small problems, for example, there are no technical certificates on some of them. But in any case, we have passed this road, and we will continue.

The building permit cannot be written in a hurry and issued during the day. This is a very complicated document that is connected with the security of residents, with the architectural appearance of Kazan, which has been laid for centuries. But the registration of documents should not turn into seven circles of hell when the desire to invest and do something on the territory of the municipality leads to an unwillingness to walk through all that paperwork. There must be a golden middle, and we must move towards it by balanced, correct, systemic steps.

It is necessary to build respectful relationships with representatives of small and medium-sized businesses in Kazan who want to realize their initiatives for the benefit of citizens. And we must help them and reduce administrative barriers with the same eagerness with which they want to translate their business ideas. Of course, much is being done, and therefore Kazan and Tatarstan are leading in terms of doing business, but the path is far from being passed. We are not an ideal place for the best initiatives to flow here yet, at least from the Volga region for the time being only. It is not only the municipality who coordinate documents but it's our colleagues from different levels of republican and federal authorities. We are working on one task, led by Rustam Minnikhanov, the President of Tatarstan, who always supports such initiatives not only by a word but also by a matter. Therefore, I have no doubt that we will receive his support, support of our colleagues from government agencies and federal authorities.
