Kazan municipal services must be prepared for winter

(KZN.RU, October 25, Elena Chembaeva). Preparation of Kazan municipal services for winter should be suchlike so that even abundant snowfall would not bring serious problems. Snow removal should be a planned daily work. Ilsur Metshin, the Mayor of Kazan has set such a task on today’s Business Monday.

As stated in the report of Ramil Mulin, the Deputy of the Head of the Executive Committee of Kazan, the Head of UATI in the current year 18 road organizations have been involved to clean roads which have 587 units (including 447 special units of machinery). This year cleaning machines have been considerably upgraded, 74 new machines have been purchased and 23 more units will be purchased until the end of the year; 512 units of equipment that is equal to 87% are prepared to work in winter conditions.

Sand and salt for anti-icing mixture is prepared in the amount of 85 percent, before it is necessary to complete the procurement sand-salt mixture (130 tons) before November the 1st. On dangerous parts of roads (downhill, uphill, difficult crossroads, bridges) should be organized duty of combined road machines (CRM), set boxes with sand. It is necessary to establish a special control over the "Millennium" bridge.

The Office of Civil Defense has developed an operational “Buran” plan, which provides a coordination of all city services and an attraction of additional manpower and equipment of municipal and military industrial enterprises to combat snow drifts on the roads. "There is an agreement with a number of businesses that are ready to provide its equipment on a rental basis. Today it is expensive and impractical for contractors just to keep the equipment fairly. We expect to solve the problem through outsourcing", R.Mullin said.

Ilsur Metshin stressed that it is necessary to approach very responsibly to the the formation of the list of enterprises and the amount allocated to their technology. "Companies need to know in which case they provide a technique and you should check that this technique really exists not only on paper. The amount of rainfall this year will be not less than in the past that's why we need to prepare seriously to whatever the snowfall will be, the current of traffic would not be stopped but opened for the public and urban transport. This task must be performed without any complications so that it would be an ordinary planned work of the municipal service for us”, the mayor said.  

According to Mr. Mullin there will be 12 snow dumps with a total area of 30 hectares for the storage of snow in each district. Also a snow-melting item will be operating on Portovaya ul.(St)

Also it is necessary to cooperate with STSI (State Traffic Safety Inspectorate) to provide a quality of road maintenance such as an evacuation of transport parked unauthorized for a long time on the roads which prevents the work of special equipment. As a result roads in these areas are not cleaned and narrowed, the Chief of the State Administrative - Technical Inspections said.

According to Mr. Mullin dispatch services and day-and-night duty of responsible persons have already been organized on the enterprises. Till November 1 it is necessary to complete the fleet of special vehicles. Special attention should be paid to cleaning the sidewalks, stopping areas for passenger transport. To maintain the quality of road during the transition period (October-November), contractors need to organize the maximum work of sweeping technique and workers on the roads, to provide a daily selection and removal of random garbage.

"What a difficult winter would be, it must pass in a normal mode but it depends on the preparation for work in winter. We have purchased a large quantity of equipment, it should affect on the quality of the cleaning", Ilsur Metshin summarized.
