(KZN.RU, March 18, Ksenia Shvetsova). This year, the contribution of homeowners to the program of the overhaul of apartment buildings amounted to 85% for the first time. This allowed conducting most of the work without raising funds from the republic’s budget, said Ilsur Metshin, the Mayor of Kazan, today at the Business Monday. He instructed to correct the three-year housing overhaul program and include houses that are in urgent need of renovation. Also, he instructed to find out why some of the residents of house №62a on Fuchik Street is against the elevator replacement.
Dmitry Anisimov, the chairman of the Housing and Communal Services Committee, reported on the implementation of housing overhaul programs in Kazan. This year it is planned to repair 234 apartment buildings in Kazan in the amount of 1.8 billion rubles. 127 elevators will be replaced in 48 houses, and 84 weather control units will be installed. In addition, design estimates are being developed for 192 houses for 2020, for a total amount of 54.46 million rubles.
“Thanks to the savings on the results of the 2018 program, we have the opportunity to further adjust the overhaul program for 2019,” said the speaker. He noted that it is planned to include several houses in acute need of major repairs, taking them forward from later dates.
The renovation of hostels will continue this year; in total, 10 houses are planned to be renovated.
“We hope that this year contractors will expand the experience of applying new solutions and creative ideas for major repairs: a smart intercom, installation of entrance doors with armored glazing, the introduction of an automatic door opening system hands-free, and installation of anti-spam mailboxes”, said D. Anisimov. He cited the renovated house №100 in Dekabristov Street as an example.
The regional overhaul program was formed until 2043 and published on the website of the Ministry of Construction, Architecture and Housing and Communal Services of the RT. Changes are made to it annually, newly introduced houses are added, houses that are recognized as emergency ones are excluded. This year, the implementation of a short-term 3-year overhaul program for 2017-2019 is completed. Today the work is underway to form the next three-year program for 2020-2022.
“I ask you once again to carefully adjust the 3-year program. It is important that this year the contribution of homeowners to the overhaul program was 85%. For the first time, we do without money of the republican budget. We approached the parameters by which this program was conceived and when the item “overhaul” appeared in the bills”, commented I. Metshin.
Last year, in accordance with the new requirements of the Russian Government, an electronic auction for the choice of contracting organizations for major repairs was organized for the first time. The customer of the works is the ZhKKh Fund of the RT. According to D. Anisimov, this innovation required the restructuring of the structure of all the work under current legislation. “Following the results of work in 2018, we realized that the main point that could slow down the work on the implementation of the overhaul program is poor-quality development of design and estimate documentation and examination of the reliability of the estimated cost”, said D. Anisimov.
Today, new requirements in Kazan are being implemented more and more successfully. According to D. Anisimov, a package of documents has been sent to 224 houses to select a contractor to perform construction and installation work, while last year at that time a package of documents was sent to auction only for 21 out of 280 houses. In the near future, it is planned to provide the customer “ZhKKh Fund of the RT” a package of documents for the auction for the development of design and estimate documentation for 2020 on 192 houses. In 2018, this work was started only in the fourth quarter.
“Of course, the overhaul of 2019, compared to last year, started more confidently, but there are 19 apartment buildings that we are still working on. Documents on 11 houses are under repeated examination at the State Expertise Administration”, noted the speaker. As an example, he cited an apartment building №44a on Karl Marks Street. The project organization, which won the auction for the documentation development in 2018, did not provide the customer with the necessary documents for the auction. Therefore the ZhKKh Fund of the RT terminated the contract with them. However, the project firm did not agree with this and filed a lawsuit. Now there are trials, and it postpones the timing of the auction.
However, sometimes citizens themselves slow down the timing of the auction. Thus, the owners of the apartment building №62a on Fuchik Street prepare a protocol on the overhaul, or on the rejection of it. This house is included in the repair program until 2020 with the replacement of elevator equipment. However, some of the residents are strongly opposed to the replacement of the elevator. “We met more than once, one part of the citizens agrees to it, and the other one is against it. Last year, we already purchased elevators, but the tenants simply did not let contractors to the site”, said the chairman of the Housing and Communal Services Committee. The Mayor instructed to resolve this issue as soon as possible. “There is a standard term of exploitation, we need to oblige to it. It is not a game, the terms are set by Rostekhnadzor”, said I. Metshin. “Thousands of elevators have been replaced, and we face such a situation for the first time. We must solve it”.
In general, the implementation of the overhaul program for houses allows Kazan to achieve serious results in housing fund renewal for several years already, added the head of the city.
“This is an unprecedented major program for us. We are moving forward by the number of renovated houses and the volume of work carried out in each house. It is good that last year we made the changes in the order of selection of contractors. It is important that we take all these points into account this year in advance, and continue to work at the pace we have gained”, said I. Metshin.
