A test 3D model of one of the residential areas of Kazan was presented
to the Mayor of the city Ilsur Metshin – the information system helps in
planning the construction of residential buildings and social facilities,
monitoring the implementation of urban programs and making management
decisions. The Mayor instructed to implement this project by the end of 2024.
Deputy Head of the Executive Committee of Kazan Radik Shafigullin
reminded that since 2019 a digital model of the city is being created in the
capital of the republic of Tatarstan - a comprehensive municipal geoinformation
system. Now the amount of data accumulated in it allows us to move on to the
next stage – the creation of a 3D model of the city. This is an exact copy of
Kazan with buildings, infrastructure facilities and utilities.
Sergey Gevorkov, a representative of the HelgiLab company, who
cooperates with the administrations of Moscow, St. Petersburg,
Yuzhno-Sakhalinsk, Kaluga, shared the details about the work of the 3D model. A
3D model of the Art City residential complex was created as an example. For
this purpose, aerial, satellite and ground surveys were used, cartographic data
and information about various facilities were correlated. As a result, an exact
copy of the territory was created.
Data is also loaded from the Integrated Municipal Geoinformation System,
which already contains information on land plots, territorial and functional
zoning and specially protected zones. “Based on this, we can get not only
graphical information, but also compare semantic data in real time,”- Sergey
Gevorkov said.
As a result, you can quickly get completely different information: from
the area of the asphalt pavement to the condition of the playground in a
particular yard. The model allows to estimate the location of a new object on a
certain territory. It allows to calculate the required amount of financial
costs for a particular job: facade repair and roadbed replacement. Thus, the 3D
model helps to make management decisions, including in urban planning and
planning of territory development.
Following the example of Moscow, the data of the 3D model is updated
globally every six months, and if necessary, it is possible to make local
updates to some specific territory. This will allow monitoring the
implementation of important city and republican programs.
Following the meeting, Ilsur Metshin instructed to present the first
results by June 2024, and to complete the development and implementation of the
project by the end of next year.
The meeting was attended by the first Deputy head of Kazan Denis
Kalinkin, Vice Mayor Evgenia Lodvigova, head of the Executive Committee Rustem
Gafarov, Chief of Staff of the Executive Committee of the city Bulat Aleyev and
heads of administrations of districts of the city.
