(Kazan City
KZN.RU, November 18). Today in Kazan City Hall at 16.00 the results of the
project of Complex scheme of the organization of traffic of the city (CSOT) for
2014-2020 with a view to 2030 will be announced.
Presentation
of the project of CSOT will be held by deputy head of the department of
transport systems - head of transport modeling of intelligent transport systems
department of research and design institute of territorial development and
transport infrastructure Stanislav Volodchenko (St. Petersburg), after which
the document will be discussed by all stakeholders.
The main
objective of the project is to improve the organization of traffic on the road
network of Kazan by preventing the occurrence of congestion situations
in the continued growth of motorization to meet the transport needs of the city
with minimal cost and maximum safety (reduction of accidents and negative
impacts on the environment and public health), and creating a comfortable
environment for the transportation of residents and visitors.
Recall
complex scheme of traffic of Kazan for 2014-2020 with a view to 2030 was
developed in a joint with United Nations Development Program project to reduce
greenhouse gas emissions from road transport in the cities of Russia in the
conditions of matched funding. The agreement on the joint development and
financing agreement were signed December 2, 2013. In April of the last year an
open competition to develop CSOT of Kazan was held, which was attended by five
organizations of developers. Research and design institute of territorial
development and transport infrastructure (St. Petersburg) was recognized the winner,
a municipal contract was signed on May 6 last year.
In this
work a detailed analysis of the transport situation in Kazan was made. Comprehensive
survey of traffic and pedestrian flows, a full analysis of the technical means
of traffic, analysis of parking spaces were done. And a comprehensive transport
model (software suite PTV VISION VISUM) was developed; it includes 319 areas of
transport, more than 12,500 pieces, more than 5 thousand units, 7 transport
systems, 292 intersections. The model was calibrated by three accounting periods
- morning, afternoon and evening. Also models for 2020 and 2030 have been
created for the forecast for the traffic situation.
On the
basis of calculations carried out on the transport model and the analysis of
documents of urban and socio-economic development of Kazan, the main problems
of the transport system of the city were revealed. In particular, it was noted
that today the level of loading of a number of routes exceeds the standard by
almost a half (st. Vosstaniya, Sibersky tract, Mamadyshsky tract, Orenburgsky
tract), about 30% of the road network operates in overload, in a number of
barrier places loading may exceed normative in two or more times.
According
to the analysis of the transport model by 2020, it is projected that unless
deliberate measures are taken, the load on the road system will not only grow,
but also will shift from the center to the peripheral part of the city. The
average load of the road network will increase to 70% in 2020 and to 75% for
2030, the speed will decrease to 19 km / h.
To
eliminate the negative scenarios of development of the city, developers offered
three scenarios for the implementation of the strategy of CSOT designed for
different financial capabilities. Thus, the minimum option would only deter the
situation in today's framework, and the maximum will allow achieving, in
particular, the increase of the weighted average speed on the road and public
transport in the third (8 km / h) and reducing the number of congestion
intersections in comparison the current situation by 53% until 2030.
