Ilsur Raisovich, let's start with one of the hottest topics. This is road repairs. Especially since the flow of messages in this thread is vast. At our last meeting in early March we began to talk about it, but then it was not very clear what the scope of work is ahead. How much money will be spent on repairing roads this year, and most importantly, what will be repaired?

I.M .: First of all, I want to say that winter has not spared our roads this year, unfortunately. The worst thing for the roadway is the temperature transition through 0. If last year we had twenty-three such transitions - when first 0 degrees, then minus, the water freezes, the pavement inflates - in this year there were was seventy-five such transitions! This is the first time in my time working as a Mayor. And we see a lot of problems in yards, driveways and on the main highways, unfortunately.

This year we start with a digit in billion rubles, is it a lot or a little? If we take last five years, we spent about 16 billion rubles on the repair of the roadway. That is, it is easy to calculate: about three billion rubles a year. This is preparation for the Universiade and for the World Cup and other events. And every year, thanks to our President Rustam Nurgalievich Minnikhanov, he allocates additional funds.

This year is no exception, at the start we have a billion rubles, which will be spent as follows: 330 millions are planned to be sent to the main highways and roads that are "screaming" in the literal sense about need of major repairs; there are funds provided for patching; and about 170 millions rubles will be spent on settlement roads. Moreover, on 38 streets the road will appear for the first time, that is, before there never was. Somewhere it will be in the gravel, but in any case it is not a dirt path, it is the road, on which it will be possible not only to ride, but also to go by foot. And 500 millinos rubles will be spent on the yards and driveways, which will allow us to improve the conditions in the 234 yards and 22 driveways. That's the amount we have at the start.

Once again I want to emphasize that each year after the receipt of additional revenues the President of the Republic allocated it to us during the season, in the summer, late summer. Let us pray together that the situation in the economy will allow to receive additional revenues in the budget of the republic the first, and then the President will support as he does every year.

A.K .: That is, it turns out that at the moment the list is formed finally, and there is no hope of anything beyond the planned repair?

 I.M.: No, hope dies the last, and in this case we simply have the amount of work, which can be found on the site KZN.RU. There you can see which roads are already planned. But once again: as the additional revenues to the budgets of the republic and the city would come, we hope that the list will be expanded.

A.K .: When roads for the school buses will be repaired?

I.M .: Yes, it was a separate application along with the traffic police of our city and republic. President allocates 290 million rubles on school routes. It is a plus to a billion, of which we speak with you.

I.M .: Yes, it is in the plan.

A.K .: Ilsur Raisovich, if continue the topic of road repairs, you said that the city has a billion currently. And how much money it is necessary, that all the roads were in an ideal state?

I,M .: We called this figure. It is not as much because I want. There are standards. The roadway should be changed every 5-6 years. Recently, Moscow Mayor Sergei Sobyanin visited as for the Sports Council. They change the roadway every 2 years. Every 2 years! He has a headache - not a lack of money, as we have, but how to get done in time. Because there is only one night, but for technology 6 hours are needed to the road were done. And there have only 3 hours. So they change the coat every 2 years. We would change, if God forbid, one time in 5.5-6 years. It takes about 6 billion rubles. We have a billion. But we need more new construction, we need new roads, new interchanges, new pedestrian crossings. So we stretch the blanket on the amount of money.

A.K .: You said that yards in addition to roads will be repaired. There are a lot of requests to make an order in a particular yard. How a yard is  selected to do some work there, and most importantly, how can assist the residents themselves to make their yard included in the program?

I.M .: First of all, I want to say that over the last 5 years we have put in order 40% of the domestic territories of the existing needs. How they are chosen: of course, first of all, the state of a yard, a management company, the head of the district, appeals of residents to the online reception of the Mayor and the "People's control", the activity of the inhabitants themselves - these components are very important. And, of course, first we look at yards of capitally repaired buildings, because after the repair of houses then they "ask" to be repaired too. One program is followed by another.

And activity of the residents is very important. There are good examples, when at a gathering with citizens, when visiting those or other neighborhoods, people do not just require a major overhaul, but also, above all, take an active part in the improvement and maintenance themselves. The activity of the inhabitants has not the last role. We listen to them carefully and try to answer their activity.
