appeals. Before I came to you, I specified once again: a positive decision was
taken already for 49 ones. About another 30 appeals await their decision in the
near future, the rest are in work. Not all of them are at the address, but
people are used to addressing in personal. As they say, the local government is
on the front line, that's why any questions are addressed to us. Now there are
mostly questions on snow removal and illegal parking. Someone complains that
the door at the entrance does not close, and a number of other questions.

many questions about Salmachy. Their number increased in March: the snow melted
down, the pits showed up, and today people stand there in a traffic jam during
rush hour for an hour. Firstly, we have already started the patching repairs,
the weather allows more or less. In general, the decision will be made this
year, although this is also a half-hearted decision. We will expand the central
street to four lanes, and shift all the networks under the canvas. It will take
time and create some inconvenience for those residents who already experience
them today. I ask for patience, and the four-lane road will appear this summer
in Salmachi. This will unload the flow that is going there today at least
somehow.
Once again
I repeat that there are a lot of questions and appeals about this village. The
road-double is needed, and this will cost billions of rubles. We addressed this

for the first stage in order to start designing.

V: I've
been living in Kazan all my life, recently retired. Elderly people often say
that everything in life is getting worse, but I do not agree. Our house is
renovated, and beautiful sports and children's playground, parking spaces and
roads appeared. But here is an urgent issue for us, pensioners: the work of
polyclinics. It is very difficult to get to specialists. It is not possible to
get urgently to a rheumatologist, a cardiologist, and to your therapist when
you are ill. We have to make our way to the duty doctor.

relevant, too.

Firstly, I thank for the question. Thank you for the fact that a respected
pensioner sees those changes that take place in the city and in his yard: both
the overhaul of the yard, and the overhaul of his house.
Of course,
people turn to the primary network in the question of health. Statistics show
that 80% of the Kazan residents’ appeals are to the primary network. The
question is absolutely clear, and I am ready to answer it, anyway, to tell what
we are going to do.
First of
all, this is the problem of the whole country. <...> The health care was
financed by a residual principle, beginning with the collapse of the Soviet
Union. <...> Today, the situation is changing, the state pays much
attention to this. And, of course, first of all, attention was paid to our hospitals,
emergency aid points, where patients arrive, where people's lives are saved.
There is no federal program yet for polyclinics, but the polyclinic № 21 on
Zorge Street will be repaired and opened this year, as the Ministry of Health
assured us. And also, we will finish the FAP (Rus. Paramedical and obstetric
point) in the Voznesensky.
In general,
the President announced at the reporting sessions of the Kazan City Duma that a
new program for overhauling policlinics will be launched. There are such instructions,
the design and estimate documentation is already being developed. The President
plans to repair the entire primary network of both the capital and the republic
in the next 3-4 years. <...>
The most
serious program “Friendly polyclinic” is launched. This is a completely
different quality of work, a new approach in the work of polyclinics. It's not
far away, it's not some distant bright future. This is what we will see in the
next 2-3 years.

Azinskaya three years ago, and when buying an apartment, we hoped that the
school would appear soon. But the construction kept stopping and resuming, and
this year we are already going to school and yet do not know which one. Other
schools are far away, and I would like to ask you, if we will have a school?

I.M.: Thank
you for the question. There will be a school. Indeed, the funding was
intermittent. We very much counted on the federal program, which Vladimir
Putin, the President of Russia, announced in his statement in 2015. The
statement is also a serious program product that cannot be done in one day. The
first federal money has come, and this school will be completed on them. Today,
roofing works are carrying out there. I recently visited, and I have no doubt
that the school will be completed by April 1. It is necessary. The private
sector was there earlier along the 2nd Azinskaya street, and today there are
new buildings, the micro district is growing by the number of children,
playgrounds, and young moms with strollers. It’s all pleasing. So there will be
a school. Usually, we open a set for first-graders in February. In new schools,
I think, the reserving will begin already in April, so our esteemed TV viewer
will be able to contact and to book her child there.
The second
school is being built this year in the RC “Sed’moe Nebo”. We plan to finish it
this year.
In general,
about the program: 4 schools for 4 896 student places will be built in Kazan
until 2020 under the program of federal construction of schools. This cannot be
called a drop in the sea, almost 5,000 student places, but the shortage is
huge. Children go on second shift in some schools. And according to the
educational standard, everyone should study in one shift.
