April 14, Mikhail Chentsov). Ilsur Metshin, the Mayor of Kazan, got acquainted
with the progress of the implementation of preferential rent of municipal
property program today. The Mayor visited the office of the OOO “TCS
“InterTech” on Kirpichnikov Street. The company took this premise at auction
under the program of the preferential rent. The entrepreneur was able to invest
in repairing the point and expanding business due to the “rental vacation”.
Last year,
the so-called “rental vacations” started in Kazan as part of the small and
medium business support program: entrepreneurs were able to rent a number of
municipal premises on preferential terms. Premises are provided to
entrepreneurs for a period of 5 years. The rent is not raised from them for
first two years, and in the third year, entrepreneurs pay 25% of the rent, in
the fourth year - 50%, in the fifth year - 75% of the rent. Ilgiz Gafarov, the
founder of the “TCS “InterTech”, evaluated the advantages of such “rental
vacations” one of the first.
The Mayor
inspected the office of the company and got acquainted with the way the
premises looked before renting and carrying out repairs by the tenant. The list
of facilities, provided for preferential rent, includes premises that could not
be sold at auctions for various reasons: for example, due to technical
condition, the need for serious repairs, location, etc. The room in the house
21/14 on Academic Kirpichnikov Street with the area of 252.3 sq. m, which also
required major repairs, was included in the number of facilities, too.
Ilgiz
Gafarov became interested in the premises a year ago, when he decided to expand
the business. At that time, the company OOO “TCS “InterTech” was operating in the
information technology and copying equipment market for six years. The “rental
vacations”, provided within the framework of the program, allowed the
entrepreneur to direct the money saved on rent to repair of a new point.
Currently, the service center operates in the first part of the room, and the
preparation for repair is in the second part.
“Due to the
fact that we expanded, taking a premise in a preferential rent, we managed to
increase the number of jobs. We took five people just in 2017. And the average
wage increased. The support of the city is very important for us”, the founder
of the company said in a conversation with the Mayor of Kazan. “Preferential
rent is a tool that can help those companies that want to grow to enter new
markets. The staff and the company are increasing, accordingly, the turnover is
growing”, added the entrepreneur.
Ivan
Kuznetsov, the deputy head of the Kazan Executive Committee for Economic
Development, said that 106 facilities were included in the list. For today, 53 out
of 87 or 61% of premises offered for auction, are realized. “In addition, 46
entrepreneurs have already concluded contracts, that is, they have every reason
to start repair and operation. 11 rooms are already functioning, somewhere a
hostel, somewhere a service center, an atelier. Repair work is being carried
out in the rest”, added the deputy head of the Executive Committee.
Entrepreneurs
may not be afraid that after the expiration of the five-year rent period, they
will be asked to leave the premises, in which they managed to invest.
Conscientious tenants will have the priority right to buy out this premise
without an auction.
At the end
of the meeting, I. Metshin reminded that the program on preferential lending to
small and medium-sized businesses also operates in Kazan, in addition to the
program of preferential rent.
“We made
preferential rent and the interest rate subsidized from the budget, so that the
two programs worked for start-ups, for companies that are at the initial stage
so that they can implement their projects”, the Mayor summed up.
Renat
Galyautdinov, the chairman of the Land and Property Relations Committee of the
Executive Committee, Rustem Gafarov, the head of the Sovetsky district’s
administration, and others also took part in the meeting.
