(KZN.RU, September 8, by Ekaterina Andreeva) A new body tentatively called "Iske Sheher - Old Town" will be concerned with the preservation and development of the historic center of Kazan. The area will receive special status within the jurisdiction of the new body. This was stated by Mayor of Kazan Ilsur Metshin.
As the head of the city pointed out, many property owners who purchased buildings of architectural value have both the desire and money to restore them. However, they are hindered by numerous obstacles, such as inadequate legislation and bureaucratic red tape. Therefore, the main goal of the newly created prefecture should be maximum promotion of private investment in the restoration of architectural monuments in old Kazan.
The establishment of a prefecture will be included in the agenda of the forthcoming Kazan City Hall session. "It will be either a prefecture or a special status territory,” continued Ilsur Metshin. “Around the world, in such cities as Kazan, they are called “the old town” or “iske sheher”, the name will have to be decided on.”
The decision to create the new body should be taken by the end of September, said
I. Metshin. “The new body will be in charge of land and property as well as their sale and protection. Not one brick should fall off monuments without the knowledge of the prefecture. It should deal with the problems of the historic center 24/7," summed up Ilsur Metshin.
