July 1). The next meeting of the interdepartmental commission on urban
development in historical settlements was held today by Rustam Minnikhanov, the
President of the RT.
Ilsur
Metshin, the Mayor of Kazan, Olesya Baltusova, an assistant to the President of
the RT, Irek Faizullin, the minister of Construction, Architecture and Housing
and Communal Services of the RT, Svetlana Persova, the deputy chairman of the
Committee for the Protection of Cultural Heritage, and others took part in the
meeting. It was held in the Government House of the RT.
A
presentation of the development concept of the historical settlement of Kazan
was held within the framework of the interdepartmental commission. Oleg
Maklakov, an architect, the head of the project team for the development of
sustainable development of the historical settlement of Kazan, and architect
Anna Novikova presented the concept.
The
development of the concept was initiated by Rustam Minnikhanov, the President
of the RT, in April 2019. Then Rustam Minnikhanov said that for the further
development of Kazan, a regulation was needed that would order the urban
development of the territory and preserve the historical heritage in all
aspects of the urbanization of the modern city.
The purpose
of the development concept of the historical settlement of Kazan is to develop
a unified design methodology on the territory of the historical settlement of
Kazan. The concept will create a project for the future development of the city
for 10-15 years.
A
full-fledged concept is needed for the territory of the historical settlement,
based on the principles of sustainable development and the proposed design
methodology. On the one hand, the city center should have investment and
tourist attractiveness. On the other hand, its development policy should ensure
the preservation of the historical environment of the ancient city.
According
to Oleg Maklakov, today, the first stage of the concept with the main idea was
presented. The project group presented its proposals on how to develop the center
of Kazan and its construction. Rustam Minnikhanov also was presented the
structure of the main types of regulations, which will make the design and
construction process in the center more transparent, in the opinion of the
project team.
“Now we can
say that the principles and approaches have been adopted”, said the concept
developers. “We are entering the second stage of work: the formation of
regulations for the territory of a historical settlement”.
According
to Oleg Maklakov, it is important to develop and use regulations. Urban
planning discipline will regulate urban space. “Orderliness is the basis of
image clarity”, marked the speaker.
Rustam
Minnikhanov assessed the work positively. According to him, this is a beneficial
job for the city.
The second
stage will be devoted to the elaboration of the concept itself, clarification
of the details and wording, requirements for parameters. Project proposals for
new local territories will also be developed. The question of what territories
will be taken into the development is being discussed; for now, it is
Novo-Tatarskaya Sloboda and Yagodnaya Sloboda.
The
cornerstone of all the work on the concept is finding a balance between the
consideration of the material heritage and the forms of future development,
based on the full agreement of all stakeholders. Achieving this balance is the central
semantic part of the work. Before embarking on further development, it is
necessary to conduct a series of discussions of the concept sketch in the urban
and professional communities.
The meeting
participants also discussed projects of new construction and reconstruction in
the territory of Kazan, Elabuga, and Sviyazhsk, reports the press service of
the President of the RT.
Zhanna
Belitskaya, the deputy head of the Architecture and Urban Planning Department
of Kazan, reported on the new construction projects on the territory of the
historical center of Kazan. She presented 9 projects (7 new and two re-examined
ones).
Thus, a
project for the reconstruction of the facility at Gladilov Street, №38a,
received the approval of the commission. This three-story administrative
building is provided with parking lots.
The
commission approved the construction of a 4-storey building in the traditional
style on Parizhskoy Komunny Street, №16 (hostel).
The third
object was a hotel with 4 floors along Narimanov Street. The building will be
finished with natural stone dolomite. The project also received approval.
The project
of a residential building with a variable number of floors (6-9) on Kalinin
Street with underground parking caused doubts among the participants of the
commission. It was decided to discuss the project on-site.
Afterward,
there were two options for building a land plot with several low-rise
residential buildings on Tukay Street. The members of the interdepartmental
commission approved the second option; the project will be implemented.
The project
for the reconstruction of a 4-storey building at Gogol Street, №8, did not find
the approval of the commission members. The following was considered the
construction project of a 5-storey international educational center at
Fedoseevskaya Street, №52. The project was presented in three versions; one of
the options was approved.
The next
project was the construction of a shopping center on the territory of the
Octyabrsky Gorodok. Previously, the project has already been reviewed and
rejected. Today, the project has been reviewed again; the developer proposes to
equip the Walk of Fame next to the object. Rustam Minnikhanov instructed the
Kazan administration to discuss the project once again, taking into account all
interests: and recreating historical sites, and the Walk of Fame.
The last
was the concept of improvement of the boulevard on Fatkullin Street (Azimov
Mosque area). According to Rustam Minnikhanov, this project is a good and
necessary one. The President of the RT gave instructions to work out the
concept together with the owners of the land along the street and at the exit
to the embankment of Kaban Lake.
