A unified platform of digital services with personal accounts of the residents,
a unified monitoring center, My Kazan chat bot, an Art-prospect platform and IP
telephony - these and other digital projects, which were launched in 2022, were
discussed at a meeting on the project office at the Executive Committee of the
city. The meeting on the results of the Year of Digitalization and plans for
2023 was headed by the Mayor of Kazan Ilsur Metshin.
“The Year of Digitalization is ending but the implemented processes will
not end, they are labor-intensive and resource-intensive. We have room to grow.
The next year should bring more significant results, and we have everything for
this,”- the head of the city said. In his opinion, the three pillars of
digitalization are speed, simplicity and transparency, these parameters should
be put at the forefront when starting any process.
“The introduction of modern technologies allows improving the quality of
services, therefore, for all projects that we will implement next year, we need
a roadmap and a system for evaluating managers and their deputies. We must
clearly understand the goals and objectives at the beginning of the year, as
well as the results we want to achieve,” Ilsur Metshin said.
Maxim Bulatov, Councilor for digitalization, said that this year the
work was carried out in three directions: municipal management, urban
improvement and interaction with residents. The Art-prospect platform was
launched in the city https://artists.kzn.ru/ , with the help
of which residents, as well as street performers, artists and musicians can
book a performance at one of the sites of the city. To date, 450 users have
been registered on the platform, they have sent almost 8 thousand requests for
performances.
This year, the Executive Committee launched the My Kazan chat bot. This
is a city assistant where you can leave a request about a specific problem or
get the necessary information. In three months, 7,500 people have used the chat
bot, a total of 5 thousand requests have been registered.
There are plans to create a unified platform of urban digital services
with a personal account of a citizen. With the help of it, residents will be
able to find out information about water and electricity outages, as well as to
get information about the upcoming events.
For the transformation of municipal management, the connection of IP
telephony continues in the Executive Committee. The new system will allow to
carry out statistics of answered calls. Now IP telephony is provided to 2
thousand users.
Digitalization has also affected the sphere of urban improvement. The
Citysoft system is used to observe the streets of Kazan, – information about
the situation in the city is transmitted using sensors and video cameras.
Today, all employment processes at the Executive Committee have been
automated by using the Talantix system, said Irina Bochkova, Head of the HR
Policy Department. The Department is working on digitalizing the human
resources assessment process: an online simulator has been created, which is
currently being tested. The system will allow considering more people for
employment, specialists will only have to conduct interviews.
