People who are guilty will be punished, and the city government will make every effort to ensure that such thing does not happen in the future. This has been announced today during the staff meeting by Ilsur Metshin, the Mayor of Kazan.
"There was a tragedy. Four young people who might still long live and work were died. We bring our sincere condolences to the relatives of the victims. Now it is necessary to conduct a thorough investigation and bring perpetrators to justice", the Mayor of Kazan said.
Recall that on January 30 at 3:10 am an operational duty officer received information about the fire in the Leprechaun club. According to Ferdinand Timurhanov, the Head of the Civil Defense Department at 3:13 am the operative group and rescuers drove to the scene. At 4:00 the fire was localized, and by 5:00 it was liquidated. On the fire scene there were 4 dead people who had been identified.
"Fire was due to negligence of visitors. 137 people and 42 pieces of equipment have been involved in fire suppression", Ferdinand Timurhanov reported.
Leprechaun cafe was opened in April 2009. When the administration decided to obtain a license for sale of alcoholic products there were appropriate checks of all stated halls.
According to Valeriy Babin, the Acting Chief of Fire Inspection of Kazan, all rooms of Leprechaun cafe met the necessary safety requirements. However we must pay attention to the fact that during the check by the administration, the VIP-part, where the fire happened, was not included into the total number of rooms. "Part of the room was enclosed, respectively, an inspector did not check it. It should be noted that the VIP-room was decorated with a wooden lath, and this contradicts the established standards of fire safety. This fact contributed to the rapid fire spread. If we had had an access and had found the violation, the work of the cafe would have been suspended ", Valeriy Babin noted.
Also initially it was stated that the establishment will operate up to 22 hours. Therefore the Leprechaun is a cafe under the documentation, but not a nightclub. There are just some differences in the fire safety rules for cafes and nightclubs. "So, for example, in nightclubs music must be switched off during the alarm", V. Babin noted.
"Everyone saves on something, but ultimately, it turns out that the savings are on human security. It is necessary to create a black list for those establishments that refuse to be tested; the inhabitants of Kazan should know them and to make informed choices. I say once again that the perpetrators of the tragedy must be brought to justice, and we must take all measures to prevent similar things", the Mayor concluded.
