April 13). The pilot project was launched in the capital of Tatarstan within
the framework of the project “Good Kazan” to provide the apartment with free
temporary use to foster families who take care of orphans. Contracts with these
families will be concluded for 5 years with the possibility of prolongation.
Upon reaching adulthood for children, parents will be given the opportunity to
either take other children for education or to cede housing to the next such
family. This was announced at the roundtable with representatives of charitable
organizations in the City Hall, chaired by Ilsur Metshin, the Mayor of Kazan.
Thanks to
the decision, taken by the Mayor of Kazan and the Executive Committee of the
city, it was possible to establish a system of work with foster families, ready
to take children of the so-called complex category for the upbringing. “With
the assistance of patrons, we have prepared 3 apartments, which will be
transferred to foster families in the summer after repairs”, said Damir
Fattakhov, the first deputy head of the Executive Committee.

the chairman of the city public organization of foster families “We are
together”, said that if there is no problem in setting the family for young
healthy children in Kazan, queues are formed for these children, then teenagers
over 13, with limited health opportunities or from large families are still not
easy to arrange. There are more than 200 such children in Kazan.
Kazan
families that are provided with apartments are “professional” parents who
already have experience in raising such children, explained Tatiana Stepanova.
The living space did not allow them to take in the family a few more children
and adolescents.

Stepanova thanked the Mayor of Kazan for the project, which began to give the
first results. “It only seems like three apartments. But if you think about it:
complex teenagers and a child with Down's syndrome grow up in these families,
which are almost never being taken to adoptive families. And now 12 more
children and teenagers will get the love of their parents' thanks to the
project”, said Tatiana Stepanova.
According
to her, the apartments were distributed among three families by the lot just
yesterday, and the parents first inspected their future houses.

Stepanova also told that the institute of professional parenting prepares
future foster families for work with children. “We are training foster parents
now: 27 people have already been trained, about 60 will be trained this year”,
said the chairman of the organization “We are together”.
Ilsur
Metshin, the Mayor of Kazan, marked that the provision of three apartments to
foster families required financial investments, the efforts of the Executive
Committee and the structures, responsible for it. “We will step by step
increase the number of children who will be able to find warmth and comfort”,
said the head of the city.
