In Kazan, a day
care for dogs opened in the “Zoocenter” – a warm and comfortable building for
puppies. In addition, a new quarantine block and a playground for dogs were
opened. The large-scale reconstruction of the shelter allowed developing the
conditions of keeping animals in accordance with federal legislation. The Mayor
of Kazan Ilsur Metshin shared the information with representatives of the city
and republican media during a press tour to the shelter.
“We need comprehensive amendments to the federal law”
The issue of stray animals is challenging not only for megacities, but for
any urban settlement, Ilsur Metshin noted. “Unfortunately, federal legislation
does not solve all the issues facing us. In particular, the law does not provide
for the responsibility of people to animals in any way, - the head of the city
added. – We solve the problem of stray animals together with animal rights
activists. A warm dog “day care” and a quarantine unit are our first steps. In
the future, we plan to submit proposals to the State Duma regarding changes in
legislation regulating work with stray animals".
The area of the block for puppies is 160 sq.m. It can accommodate 200
puppies, presently there are about 30 puppies.
After the dog “day care”, the Mayor looked around a new quarantine block
with an area of 235 sq.m, where the dogs are kept for the first 10 days. Six
hundred dogs can stay in this block per month.
In addition, a playground with an area of 20 sq. m was opened on the
territory of the shelter, which is designed for 10 dogs.
“Mayor’s office receive different appeals from the citizens. If someone was
bitten, they write: “Take guns and shoot”. However, this is a direct violation
of the law, besides there are moral values that differentiate us from animals,
- I.Metshin believes. –We protect a humane attitude and we want to do
everything to make Kazan a city without stray animals”.
Next year, another warm building and a large walking
area will open in the “Zoocenter”
The construction of buildings that meet the requirements of the new federal
law "On Responsible Attitude Towards Animals” has been carried out by
Zoocenter since 2020. By last winter, a heated building was built here. The
operating unit where dogs are sterilized has been repaired.
The total amount of private investments of Zoocenter in the modernization
of infrastructure was 9 million rubles.
The large-scale reconstruction will continue. “In spring we plan to build a
second walking area twice as large as the first one,”- Rustem Nurullin shared
his plans.
Next year, the company plans to open another large building with an area of
1,200 sq.m for 800 dogs by Dutch technology. The project has already been
approved, it is planned to start work after the New Year holidays.
The Mayor about a new friend: “He is a big gentle dog”
In Kazan, regular events are held to get acquainted the residents of the
city with dogs from the shelter after which they can pick up pets to their
homes.
At one of the events, the Mayor of Kazan found a new pet – he took a
2-month-old puppy, who was named Ayavrik. “I have a lot of dogs, and they liked
Ayavrik. He is very gentle, kind, always meets and accompanies me – I.Metshin
said. – He has grown up well, he is a big dog now. My son Radmir take care of
him”.
