The digital
transformation of urban management was discussed today at the round table of
mayors at the 2022 Kazan Digital Week International Forum. At the Kazan Expo center,
speakers from six countries discussed the implementation of digital
technologies in staff management, financial work and anti-corruption
activities. The meeting was held by Ilsur Metshin, the Mayor of Kazan,
President of the UN Advisory Committee of Local Authorities.
“It is very
important for us that the Kazan Digital Week Forum has become a unifying
platform for managers and experts from different parts of the world.
Digitalization is being actively implemented in various areas of our life,
including municipal administration,”- Ilsur Metshin said, opening the meeting.
The Mayor of
Kazan reminded that this year in Tatarstan has been declared the Year of
Digitalization, but work on the internal and external transformation of the
city began in 2010. The first IT park in Russia was opened in the capital of
Tatarstan, the Open Kazan system was launched in 2011, which allowed to accept
and monitor the execution of applications in housing and utility services online.
“Kazan was among
the first cities in the country to introduce a systemic transfer of the
municipal services into electronic mode. 80% of requests are served online.
Every year, more than 150 thousand people apply for municipal services, so we save
the time of residents and employees, save paper, making these processes
transparent, efficient, convenient and fast,”- the Mayor of the capital of the republic
of Tatarstan noted.
Over the past
two years, one of the most interesting digital projects implemented in Kazan was
a comprehensive municipal geoinformation system, thanks to which all relevant
information about the territory, facilities, urban planning standards and
restrictions, as well as the applicability of regulatory documents are
collected on the city map. More than 800 people use this data every day.
Kazan will soon host
the Games of Future. “For us, digitalization is the way to efficiency,
transparency, and an open dialogue with residents. This is the way to tomorrow,”-
I. Metshin stressed.
Irina Bochkova,
Deputy Chief of Staff of the Executive Committee of the city, also spoke at the
round table. Irek Mukhametshin, chief of the Financial Department of the
Executive Committee, reported about the digital accounting project. Since the
implementation of the project in 2020, 544 educational and cultural
institutions have joined it. Advisor to the Mayor of Kazan on anti-corruption
issues Kiyam Belyaev spoke about digital mechanisms aimed at reducing corruption.
Mayor of Bodrum
Ahmet Aras, Mayor of Khabarovsk Sergey Kravchuk, Head of the Belgorod
Administration Anton Ivanov also spoke at the round table, Vice Mayor of
Qiqihar Sun Heng, Mayor of Naypyidaw (Myanmar) Tin Oo Lwin and others joined
the event online. They shared their experience of implementing digital
technologies in their cities.
For reference,
the Kazan Digital Week Forum is being held for the third time. This year, about
13 thousand people from 32 countries participate in it. The forum program
includes 120 events dedicated to smart transport systems, digital industry,
cybersecurity, digital technologies in medicine, education, culture,
agriculture and other areas.
