(KZN.RU, October 11, Ekaterina Andreeva). The upcoming National Population Census (NPC) will raise a whole range of issues that affect the formation of further social, ethnic and demographic policy. "In conducting census operations Kazan must show once again an example of an organized, coherent, professional work as in the municipal elections", Ilsur Metshin, the Mayor of Kazan said at the Business Monday referring to the leaders and the heads of districts.
National Population Census 2010 is a socio-political event of national importance; that is important not only for Russia, the Republic of Tatarstan, and Kazan but for everyone in the country, the Head of the city said. The сensus is a major source for the formation of official statistical information on population size and structure as all people will be overwrited: from the resident citizens to the people without fixed residence. "It will be available to know socio-economic characteristics, ethnic, and linguistic composition, level of education of the citizens of our city according to the census results”, Ilsur Metshin says.
The census data is unique; one can not get under the current account or the use of administrative sources. Therefore the accuracy of these data is important because the government policy in any area, for various segments of the population is determined on its bases, the most important national projects are formed, and funds for social and economic programs are accumulated.
As the Head of the city noted, this year there is an opportunity to undergo the census procedure at home as well as on the stationary census area in the district of residence.
"The survey population and the filling of questionnaires are carried out only by specially trained scribes”, Ilsur Metshin assured, “you should know that the scribe will not come before October 14 and no later than October 29, 2010. He or she must have a passport and a special certificate. If you have any doubts about the scribe you can call the center of the census in your area and specify the name, the surname of the person serving your house. "
This year the scribes will be noted for bright attributes: blue scarf with the symbol of the Census, a blue case with the words "Federal State Statistics Service”, flashlights and whistles. They will be recognizable on the streets.
"Our census takers are safe people. We can safely say that there are no scribes having criminal records, frauds because the identity of each applicant checked thoroughly by the internal affairs", the Mayor of Kazan said.
Ilsur Metshin has reminded once again that all the information gathered during the census is strictly confidential and anonymous. "You need not submit any documents during the census. There is not neither the name nor the surname or address of the respondent in the census form since all the information that gives the Kazan citizens in the census is confidential, and liability for the disclosure provided in accordance with Russian law”, the Head of the city said. "Participation in the census is voluntary but it is a public duty of the citizen”, Ilsur Metshin said, “the Kazan residents should be aware that any incorrect or incomplete data will distort the real situation, and thus influences on the formation of further social, ethnic and demographic policy. "
Turning to the citizens, the Mayor asked them to treat with understanding and responsibility to the census. "Having met a scribe or passing a stationary section of the census take a few minutes of your time and fill out the census form”, Ilsur Metshin says, “if you know in advance that the census taker could not meet you at home and you do not have time to go to a stationary section in the period from October 14 to 25, 2010, then your relatives or those whom you trust can give your data to the census taker".
