(Kazan, KZN.RU, June 21, by Renat Shirmanov). Kazan is almost on a par with the European cities and is well ahead of other million-plus Russian cities in terms of parking space availability. However, the work to improve the parking situation should continue. This was announced by Mayor of Kazan Ilsur Metshin at a Business Monday meeting.
According to Rustam Nigmatullin, first deputy head of the Executive Committee on Transportation, Land and Property, 14 multilevel parking garages with a total number of 5,290 parking spaces have been built in Kazan since 2011.
"Construction of parking lots has been accelerated thanks to the participation of Tatarstan's President Rustam Minnikhanov and the introduction of special tax breaks for the developers. More large-scale projects will be completed by the end of the year," said the deputy head of the Executive Committee.
Creating a unified parking space is vital in combating unauthorized parking. This work was initiated as part of integrated traffic management. Experts studied traffic flows during the morning and evening rush hours at 58 city intersections, daily traffic intensity at 14 points, as well as the traffic volume at the entrance points to Kazan.
"In my opinion, the first stage of the parking space reform was successful. All participants in this job have done a lot. In the city center alone, 5,300 parking spaces have been created. This is comparable to the European figures on the number of parking spaces per capita and the number of vehicles. No Russian million-plus city has comparable achievements. We are also building affordable housing alongside parking garages, but that's no reason to rest on our laurels," said Ilsur Metshin.
"There is no silver bullet to combat traffic congestion. The next stage is the creation of a unified parking space across the city. Last but not least, Kazan residents' views should be accounted for in addition to the traffic statistics. Our road transport management should take into account the interests and mindset of Kazan residents," summed up Ilsur Metshin.
