Today, the Mayor of Kazan Ilsur Metshin met with members of the
personnel reserve of Tatarstan President. The Mayor shared his experience of
working in senior positions, told about the challenges he faced in his career,
as well as implemented cases. The master class was held at the Higher School of
State and Municipal Management of Kazan Federal University.
Opening the meeting, I. Metshin thanked Tatarstan President Rustam
Minnikhanov, who pays great attention to training personnel. “It will probably
be important for you that I share my experience, tell you about the way that I passed
with my colleagues, what they faced and where they got hard knocks,”- the Mayor
addressed the audience.
He told the members of the personnel reserve about his work as the head
of the administration of Nizhnekamsk region and Nizhnekamsk, which he joined at
the age of 28. According to the Mayor, these were tough, crisis times, and it
was necessary to take on enormous responsibility. “Regardless of our place of
work, our every day, working day or weekend, begins with making a decision,”-
I. Metshin stressed. “And one of the most important and great qualities of managers
is the ability to keep their word.”
I. Metshin also spoke about his career in the capital of Tatarstan, when
Kazan was at its peak after the millennium celebration, and as the new mayor he
had to look for new points of development of the city. In particular, he
focused on the reform of school meals, the transport system, changes in the
advertising sphere, and also reminded the achievements of the 27th World
Summer Universiade 2013 in the development of urban infrastructure. The Mayor
showed how to find a solution in seemingly hopeless situations on his
experience.
According to I. Metshin, the support of the leadership is of great
importance in the implementation of any projects. “Everything we did was
supported by both the federal center and the leadership of the republic,”- he noted.
In addition, it is important to have a team that helps in the implementation of
goals. “The stronger the team, the better the result. It is important to create
such teams and be able to integrate into them, – I. Metshin believes. –
Surround yourself with strong people who will not curry favor with you. And
don't listen to pessimists, you need to believe in yourself and trust yourself.”
Also, the Mayor of Kazan urged the participants of the personnel reserve
to set high goals for any job. “They form the potential of you and your team.
And it is necessary to go straight to this goal,”- he is sure.
At the end of the master class, the members of the personnel reserve of
Tatarstan President were able to ask questions to Ilsur Metshin and get advice
from him in solving their own problems.
The meeting was also attended by Alexander Belov, Head of the Department
of Civil Service and Personnel under the President of the Republic of
Tatarstan, Bulat Aleyev, Chief of Staff of the Executive Committee of Kazan,
and Igor Privalov, Director of the Higher School of Public and Municipal Management
of Kazan Federal University.
